[OpenAjaxIDE] Consolidated strawman proposal

I should have sent this earlier, but, sorry, I got involved in other
activities and forgot to send an email to alert people.

As I promised at least week's IDE phone call, I have produced a strawman
proposal that attempts to integrate the best aspects of our multiple
candidate proposals.
